Surveys concerning the use of parking lots in urban areas are an essential part of the parking policy studies and usually require a large amount of effort. Within the framework of this paper, an investigation concerning this kind of surveys is made and the emphasis is given to the on on-street parking. More especially the use of roadside parking lots in the central area of the city of Thessaloniki, Greece is examined and useful findings are obtained concerning the methodological approach to be followed in such studies.

The government treated car park crime as vehicle crime and this together with the validity of the ‘Secured by Design’ principal went unchallenged over many years. However, car parks are located in urban areas, often those with a high level of street crime; they are open to the public and have little pedestrian activity.
This fact led NCP, who park 65 million cars each year, to undertake their own research to determine the causes of crime, how much street crime spilled over into the car park and what measures were most effective in deterring criminals. Building on the knowledge gained, the company’s risk management team have developed a highly targeted approach to tackling car park crime which has brought about an overall reduction of incidents of 17% in one year and halved levels in the twenty most crime-ridden car parks.
The paper describes the research findings and explains the resultant crime reduction policy.
