The lack of parking facilities is an recent problem in StuttgartWest, an large residential area, which was build up more than 100 years ago-without taking car on today’s needs in parking. Nevertheless this is a favoured housing area with some specific advantages, mainly due to the short distance to the CBD of Stuttgart with its shopping and cultural offerings. The main problem of this area is the tremendous lack of parking facilities, especially for residents during the night time. The goal of the Parking Puzzle is to elaborate suggestions how the different needs (residents, shops, visitors, …) for appropriate parking facilities can be met.
There are only two solutions:
Increase parking provision
Decrease demand
Our preference is to reduce demand because, in such neighbourhoods, residents living this close to the city centre have many transportation

City purchase property and convert into parking garages (only in small amounts).
Introduce a residents paid permit system.
A zoning by law forcing a certain percentage of the residential units being prohibited to obtain a parking

The problem is quite simple… an extreme
mismatch of supply and demand.
The solution is complicated: matching supply and
demand requires multiple tactics.

The concept presented here should be considered for the whole Stuttgart West area to be practical
for total success.
Conduct Supply/Demand Study and Survey of residents.
Conduct meetings of affected residents to review
proposed solutions.
Enforce all parking laws from 1700 to 0900
Better management of existing parking supply
Restriction exclusively for residents at night (permits)
Restriction for commercial vehicles
Angle parking and one way street option
Free public transport passes for non car users
Make better use of the available space
Efficient parking enforcement
